The front Japanese substitute lady was nice. One thing that disappoint me was the incomplete requirements in their website. They just mention to provide a copy of green card. When I got there, the lady said that they require front and back copy. If so, they need to update their requirements accordingly. Thus, I had to walk across to the other building to make one photo copy of the back of my green card.
This Japanese consulate has a harsher attitude, more stringent requirements, and much less flexibility than the Japanese consulates that I have dealt with in Boston and in New York.
They're very bureaucratic, especially that Caucasian female staff there, she's SUPER ATTITUDE. Make sure having everything perfect before go in there and deal with that white chick!

because I live 3 hrs away from Houston or maybe that's how they do things. I was actually surprised when he called me since it's government office, you won't expect them to be nice, but this guy was helpful and very polite mannered man.
I thought the guy who helped me with the process /paper work, was very kind and nice. He called me when my ID pic wasn't suited for the requirements and told me what I needed to do make it better. He even called me when my passport is ready to go so I can come in without any consequences. Not sure he was courteous
